ai voice agent in india: real costs per minute, scripts that don't sound robotic, and trai's 2026 rules

an ai voice agent is cheap per minute and expensive when it calls the wrong person, at the wrong time, from an undeclared number. here is the real cost, the script, the call flow and the trai checklist.

- this is the voice chapter of our guide to ai automation for business in india, which ranks voice calls next to whatsapp, routing and reporting. here we go into cost, scripts and compliance.
- listed rates as of october 2026: sarvam ₹3.15 to ₹3.50 a minute plus telephony (sarvam docs); ringg ₹6 per connected minute with telephony included (ringg pricing).
- trai's third amendment, notified on 18 september 2026, treats ai-voice and robocalls as automated commercial calls that must be declared to your operator in advance (trai press release).
- billing pulse matters as much as rate: a 61-second call billed in 60-second pulses costs two minutes.
- the voice agent makes the first call, not the close, as in our builds for marut drones and sports for life.
what does an ai voice agent actually do on a sales call?
an ai voice agent listens to speech, turns it into text, decides what to say with a language model, and speaks back in a synthetic voice, all within about a second. on a sales call it greets the lead, confirms the enquiry, asks a few qualifying questions, books a slot or a callback and writes the answers into your crm.
when any part lags, the caller hears a pause and talks over the agent. that is where most demos fall apart on real indian phone lines.
in our builds, the voice agent does one of two jobs. for marut drones, an ai voice call reached each new lead within minutes, so sales picked up leads already greeted and qualified. marut went from ₹25 lakh of ad spend to ₹8.7 crore across 13 states; the voice call was one part of that system. for sports for life, a ringg ai voice call rings parents who missed a trial and offers a new slot, inside a whatsapp agent that delivered 5x faster first response and 200+ trial bookings in the first month. neither agent sells. both remove waiting.
ai voice agent india: what does it really cost per minute?
as of october 2026, indian-language voice agent platforms list between roughly ₹3.15 and ₹6 a minute. the listed rate is not the real rate: add telephony, phone number rental, billing pulses, gst and failed attempts. for a typical two-minute qualification call, budget about ₹8 to ₹12 before gst.
official pricing pages, as a snapshot. check each before you budget.
| platform | listed price | what's included | telephony extra? | source and date |
|---|---|---|---|---|
| sarvam | ₹3.50/min pay-as-you-go; ₹3.25 pro; ₹3.15 growth (plan fee returned as credits) | speech models, llm and voice; billed in 60-second pulses, gst extra | yes: ₹0.20 per 30-second pulse on sarvam numbers, or bring your own | sarvam docs, as of october 2026 |
| ringg ai | ₹6 per connected minute pay-as-you-go | telephony, speech-to-text, text-to-speech and llm | no, but a number is ₹499/month | ringg pricing, as of october 2026 |
| bolna | from $0.06/min (about ₹5.30 at ₹88 to the dollar) | speech and llm on preferred models | yes, plus a platform fee; numbers $5/month | bolna pricing, as of october 2026 |
| plivo | voice ai agent $0.03/min (about ₹2.65) | agent layer only; check which models are bundled | yes, billed separately; check its india rate card | plivo pricing, as of october 2026, as reported in search summaries |
dollar prices assume ₹88 to the dollar. enterprise volumes are quoted privately.
how to compare voice agent prices fairly
compare cost per connected call, not the headline rate:
- pick a call length. a tight qualification call runs about two minutes.
- apply the pulse. sarvam rounds calls up to whole 60-second pulses, so a 2:10 call bills as three minutes.
- add telephony, fixed costs and 18% gst if you can't claim input credit.
worked through: a two-minute sarvam pay-as-you-go call is ₹7.00 plus ₹0.80, or ₹7.80 before gst. the same call on ringg is ₹12.00 with telephony included. the cheapest rate isn't always the cheapest stack once you add separate telephony and the engineering to join the pieces.
what is the cost per qualified lead? an illustrative example
illustrative example: 1,000 new leads a month, called within five minutes, cost about ₹9,000 to ₹14,000 in voice minutes before gst and setup. if 270 qualify, that is roughly ₹33 to ₹50 per qualified lead. your real figure depends on connect rate, call length and how strictly you define qualified.
these are assumptions, not client data.
| line | assumption | sarvam stack | ringg stack |
|---|---|---|---|
| new leads | 1,000 a month | 1,000 | 1,000 |
| connected calls | 900 after up to three attempts | 900 | 900 |
| billed minutes | 2.5 per connected call average | 2,250 | 2,250 |
| effective rate | platform plus telephony | ₹3.90/min | ₹6.00/min |
| minute cost | minutes × rate | ₹8,775 | ₹13,500 |
| number rental | one number | varies by provider | ₹499 |
| qualified leads | 30% of connected calls | 270 | 270 |
| cost per qualified lead | minute cost ÷ qualified | about ₹33 | about ₹50 |
check how your telephony bills unanswered attempts. in the lead-gen accounts we run, the voice call is a small fraction of what you pay meta or google per lead, so the real cost is the paid leads lost by calling late. your form decides what reaches the agent; see our guide to the landing page for lead generation in india.
trai rules for ai calls: what changed in september 2026?
trai's third amendment to the commercial communication regulations, notified on 18 september 2026, defines calls placed by software as a2p calls, including robocalls and artificial or pre-recorded voices. you must declare them and your calling numbers to your operator in advance. undeclared ones count as unsolicited commercial communication.
what changes for anyone running an ai voice agent, from trai press release 119/2026 and business standard's report:
- declare before you dial. automated calls, including ai voice, must be declared to the telecom operator with the numbers used.
- a termination charge of up to 5 paise a minute can apply to a2p calls. calls through trai's designated commercial series are exempt.
- the seven-day window. commercial contact based on a customer's enquiry is allowed for seven days unless you get fresh consent. the enquiry must be in writing or digital and kept in verifiable form.
- faster blocking. action can start after three unique complaints, down from five, if the operator's ai/ml system also flags the number.
- commencement. most provisions apply 30 days after gazette publication; regulations 4, 6, 8(a) and 18 apply after 60 days (trai regulation 05 of 2026).
the number series matter too. trai's july 2026 clarification reserves 140 numbers for promotional calls, which customers can block through dnd, and 1600 numbers for service and transaction calls by rbi, sebi, irdai and pfrda regulated entities and government (trai press release 91/2026). a real estate developer or academy calling leads is not a 1600 entity.
trai and consent checklist for ai calling
this is general information, not legal advice.
| check | what good looks like | who owns it |
|---|---|---|
| declaration | ai calling declared to your operator, calling numbers listed | telephony provider and you |
| number type | promotional calls only from the 140 series via registered entity | telephony provider |
| enquiry record | form, ad lead or whatsapp message stored with timestamp and source | crm |
| seven-day clock | crm stops automated commercial calls on day 8 unless fresh consent is logged | crm rule |
| dnd scrub | non-enquiry numbers checked against preferences before dialling | telephony provider |
| disclosure | agent says it is an automated assistant calling for your brand | script |
| opt-out | "don't call me" ends the call and blocks the number everywhere | script and crm |
| recording notice | caller told the call is recorded, transcripts stored securely | script and data team |
ai calling for real estate: how should a qualification call run?
ai calling for real estate works best as a three-minute qualification call placed within five minutes of the enquiry. it confirms the project, budget, configuration, timeline and whether the buyer will visit, then books a site visit or routes the lead to the right sales manager. it should never quote final prices or negotiate.
for one real estate developer starting with no digital presence, our average time-to-lead was 18 days. separately, lodha sold 45 flats, 100% attributed to digital, from campaigns, not a voice agent. follow-up has to be fast without being pushy, because the decision takes weeks.
real estate qualification call flow
| step | agent asks or does | captures | routes to |
|---|---|---|---|
| 1. open | confirms name, project and that they enquired | enquiry confirmed | ends politely if wrong number |
| 2. need | 2 bhk or 3 bhk, own use or investment | configuration, purpose | next step |
| 3. budget | offers bands, not an open question | budget band | flags if far below project range |
| 4. timeline | buying in 3 months, 6 months or just exploring | urgency | exploring goes to whatsapp nurture |
| 5. location | current area, office location | commute fit | next step |
| 6. visit | offers two weekend slots | visit booked or callback time | sales manager with summary |
| 7. close | confirms on whatsapp, says who will call | consent for whatsapp | crm stage update |
send the summary into the crm, not only a recording. our whatsapp crm integration guide covers field mapping and the ad referral that tells you which campaign produced the visit.
ai voice agent script: how do you stop it sounding robotic?
a good ai voice agent script is short turns, one question at a time, offered choices instead of open questions, and a planned fallback for every turn. write how your best salesperson talks on the phone, in the buyer's language mix, then test it on real calls. robotic agents usually come from long sentences.
what we change most often:
- cut every line to one breath. if you can't say it in one breath, the agent can't either.
- ask, then stop. two questions in one turn get one answer and a confused caller.
- offer choices. "weekday or weekend?" is easier for speech recognition than "when are you free?"
- match the language mix. plenty of callers want hinglish, not formal hindi. let the agent switch when the caller does.
example script table
| turn | agent line | purpose | fallback |
|---|---|---|---|
| 1 | "hi, this is riya, an automated assistant from [brand]. you asked about [project] a few minutes ago. is now okay for two minutes?" | disclosure, permission | if busy: "when should we call back?" and log time |
| 2 | "are you looking at a 2 bhk or a 3 bhk?" | configuration | if unsure: "no problem, i'll note both." |
| 3 | "roughly which budget fits: under 80 lakh, 80 lakh to 1.2 crore, or above?" | budget band | if refuses: skip, flag for sales |
| 4 | "are you planning to buy in the next three months, or still exploring?" | timeline | exploring: offer whatsapp brochure |
| 5 | "would saturday 11 or sunday 4 work for a site visit?" | booking | neither: ask for a preferred day |
| 6 | "done. you'll get the location on whatsapp, and [name] from our team will call you. anything else?" | confirmation, handover | price or offer question: "[name] will take you through that." |
| any | "please don't call me." | opt-out | "sorry to bother you. we won't call again." block in crm |
ai calling vs telecallers: which costs less?
for first-touch calls on inbound leads, an ai voice agent usually costs less than a telecaller and answers faster, at any hour. telecallers win on judgement, rapport and difficult conversations. the cheapest setup we see is ai for the first call and no-shows, and fewer humans for qualified conversations.
indeed reports an average telecaller salary of about ₹20,715 a month in india (indeed job description page), with a common figure of ₹14,605 and a typical range of ₹8,000 to ₹36,000 (indeed hiring guide), as reported in search summaries.
illustrative example: 1,000 inbound leads a month
| item | two telecallers | ai voice agent |
|---|---|---|
| salary or minutes | 2 × ₹20,715 = ₹41,430 | ₹8,775 to ₹13,500 (from the example above) |
| overhead | assume 30% for seat, phone, pf, supervision: ₹12,429 | assume ₹10,000 for tools, number and weekly transcript review |
| monthly total | about ₹53,859 | about ₹18,775 to ₹23,500 |
| first call time | next free slot, office hours | within minutes, any hour |
| languages | those the team speaks | several, if tested |
| judgement and rapport | strong | weak |
all assumptions, not client data. you still need a human for the 270 qualified leads; that is the point.
when should you not use an ai voice agent?
don't use an ai voice agent for cold calls to bought lists, for leads older than trai's seven-day window without fresh consent, for complaints, or for anything involving negotiation or sensitive advice. skip it if your crm can't record consent and outcomes, because you can't prove compliance or measure results.
- cold lists. no enquiry, no consent, high complaint risk under the three-complaint rule.
- angry or grieving customers. detect it and route to a human.
- price and discount talks. an agent that negotiates sets your floor price for you.
- regulated advice. loans, insurance, health: a human approves every claim.
- low lead volume. at 50 leads a month, one sharp salesperson does the job.
