- meta sets an adaptive per-person limit on marketing templates, based on that person's recent read rate and how full their inbox is. blocked sends return error 131049 (meta per-user limits).
- meta asks you to wait at least 24 hours before retrying a 131049.
- the marketing messages api (formerly mm lite) is generally available, and meta reports up to 9% more marketing deliveries than the cloud api for high-engagement content (meta changelog).
- a marketing template in india costs about ₹0.8631 before 18% gst, so every wasted send has a price.
this post sits under our whatsapp business api guide for india, which covers setup and the five-layer system. the money side lives in our whatsapp business api pricing guide. here we go deeper on whatsapp marketing itself: what to send, to whom, and why messages stop arriving.
what does a whatsapp marketing strategy look like in 2026?
a working whatsapp marketing strategy has four stages: pull customers into the chat with ads, qr codes and buttons; qualify them inside the free or cheap window; keep them warm with utility and service messages; and push marketing templates only to segments that read and reply. measure revenue per message, not how many people you reached.
the order matters because meta now prices and throttles push, and rewards pull. a chat that starts from an ad opens a free entry point window; a cold broadcast costs about ₹0.8631 per delivered message and counts against that person's marketing cap.
| stage | channel | what you send | cost driver |
|---|---|---|---|
| pull | click-to-whatsapp ads, status ads, qr codes, site buttons | nothing yet; the customer writes first | ad spend |
| qualify | free entry point or 24-hour window | four to six questions, buttons, a booking link | free in the window |
| nurture | utility templates and service replies | confirmations, reminders, answers | about ₹0.115 per utility template |
| push | marketing templates, ideally via the marketing messages api | one offer, one action, to one segment | about ₹0.8631 per delivered message |
in our work, the cheapest growth has come from nurture, not push. a whatsapp retention flow helped a food-tech client cut churn by 22%, built on reminders and replies rather than weekly offers. for sports for life, the whatsapp ai agent gave 5x faster first response with 0 manual first-touch (how we built it).
how do you send a whatsapp broadcast without getting blocked?
send a whatsapp broadcast only to people who opted in for that kind of message, segment by what they did recently, and keep each send small enough to read the results before the next one. blocks and reports lower your quality rating, which shrinks your messaging limit, so one bad blast can slow every send that follows.
on the api, a broadcast is a batch of marketing templates. meta reviews the template, not your list. your quality rating and messaging limit move with how people react, and new portfolios start at 250 new customers a day (meta messaging limits).
broadcast send-checklist
run this before every marketing send:
- consent: every number in the segment opted in, with a stored timestamp, source and the wording shown.
- segment: built on behaviour in the last 30 to 90 days (enquired, visited, bought once), not "everyone".
- recency: remove anyone who ignored your last three marketing templates.
- category: offers go in marketing templates, never in utility ones.
- one action: one offer, one quick-reply button that opens the 24-hour window when tapped.
- opt-out: a "stop promotions" button on every marketing template, synced to your crm.
- test cell: send to 10% first, check reads, replies and blocks, then release the rest.
- failures: route 131049 and 131050 errors to separate queues, never to an instant retry.
- budget: volume × ₹0.8631 × 1.18 for gst.
why do whatsapp marketing messages fail with error 131049?
error 131049 means meta chose not to deliver your marketing template "to maintain healthy ecosystem engagement". each whatsapp user has an adaptive cap on marketing templates from all businesses combined, set by their recent read rate and inbox activity. if they hit it, your message is held back, however good your list.
every delivered marketing template counts towards the person's limit. if the person replies to a marketing message, that opens a 24-hour customer service window, and marketing messages sent inside it do not count. meta asks businesses to wait at least 24 hours before resending to someone who hit the limit, and says repeated early retries can trigger enforcement on the whatsapp business account that blocks further attempts to those users for up to 24 hours (meta per-user limits). the limits are paused only for the eea, uk, japan and south korea, so india is fully in scope.
meta publishes no number for the cap, so anyone quoting one is guessing. meta bills delivered messages, so a 131049 should not appear on meta's charges; check how your provider counts sends.
whatsapp error 131049 troubleshooting table
| what you see | likely cause | what to do |
|---|---|---|
| 131049 on a small share of a send | some recipients already hit their cap from other brands | requeue those numbers after 24 hours or more, not instantly |
| 131049 on most of a send | cold or old list with low read rates | cut the segment to recent engagers; rebuild interest with pull channels |
| 131049 on the same people every week | they never read marketing messages | suppress them from marketing; reach them through ads or utility updates they asked for |
| 131050 | the person stopped marketing messages from your business | never retry; mark as opted out in the crm |
| 131048 | your number is restricted because too many messages were blocked or flagged | pause marketing, check quality status in whatsapp manager, fix targeting |
| 131026 | number not on whatsapp, terms not accepted or an old app | clean the number; use sms or email if they consented to it |
| 131047 | you sent a free-form message after the 24-hour window closed | send an approved template instead |
error meanings are from meta's error code reference, checked 19 october 2026.
what is the marketing messages api, and should you move to it?
the marketing messages api is meta's separate route for marketing templates. it adds quality-based delivery, creative optimisations and conversion metrics that the cloud api does not get. it was called mm lite until it became generally available in november 2025. if marketing templates are a big part of your bill, move them.
meta's changelog dated 19 november 2025 marks the marketing messages api as generally available and formerly the marketing messages lite api. meta reports up to 9% higher marketing deliveries over the cloud api for high-engagement content, from a test in india across about 12 million messages (meta changelog, braze citing meta). meta's support pages say it allows more dynamic limits, so messages that get more reads can reach more people, and meta recommends sending all marketing messages through it (meta support).
that 9% is meta-reported, "up to", and only for content people engage with. it does not rescue a cold list.
- move if you send thousands of marketing templates a month and your provider supports it.
- wait if you send a few hundred a month; fix segmentation first.
- how: a business portfolio user with full control onboards it. utility and service messages stay on the cloud api.
how do you set up click to whatsapp ads, from launch to first reply?
create a meta campaign with an objective that supports whatsapp, choose whatsapp as the message destination at ad set level, verify your business number, write a greeting with three quick-reply buttons, and make sure a person or bot answers within minutes. the first reply also opens meta's free entry point window.
these ads send people who tap straight into a chat with you (meta developer docs). in ads manager, meta's help centre says to pick an objective that supports whatsapp, such as messages or conversions, then select whatsapp under message destinations and verify the number (meta help centre).
- step 1: connect and verify the whatsapp business number on your facebook page.
- step 2: optimise for conversations, then for a "qualified" event once you send it back to meta.
- step 3: write a greeting with one question and quick replies: "price", "book a visit", "talk to someone".
- step 4: route the chat to a bot or inbox so the first reply lands in under a minute (how to design that bot).
- step 5: log the ad and answers in your crm against the lead.
sources disagree on the free window. meta's pricing documentation describes 72 hours once you reply within 24 hours; respond.io reports an extension to 7 days for ad conversations. check meta's pricing page for the current length before planning follow-ups around it. campaign structure and creative are in our meta ads strategy for 2026.
speed is what makes these ads pay. for marut drones, ai voice follow-up within minutes was part of how ₹25 lakh became ₹8.7 crore across 13 states.
are whatsapp status ads and promoted channels available in india?
yes. meta announced ads in status and promoted channels for whatsapp's updates tab in june 2025, and its september 2025 india update named maruti suzuki, air india and flipkart as early status advertisers. the rollout is gradual, so check that the whatsapp status placement appears in your own ads manager before you budget.
meta says 1.5 billion people use the updates tab daily, and status ads let people start a chat about the product shown (meta newsroom, june 2025). targeting uses limited data such as city or country, language, channels followed and ad interactions, never personal messages (whatsapp help centre). as reported by wabetainfo, the global rollout widened in early 2026. there is no separate rate card; you bid in the auction.
we treat status ads as a reach placement that can open chats, not a replacement for click-to-whatsapp in feeds. targeting is thinner, so test small and judge on cost per qualified chat.
which whatsapp marketing channel should you use for which job?
use click-to-whatsapp ads to start new conversations, status ads to test cheap reach inside whatsapp, broadcasts for opted-in customers who already engage, and the marketing messages api once your broadcast volume is large enough for better delivery to matter. each has a different cost driver and a different way to fail.
| channel | when to use | cost driver | main risk |
|---|---|---|---|
| broadcast (marketing templates on cloud api) | offers to opted-in, recent engagers | ₹0.8631 per delivered message plus gst | 131049, blocks, falling quality rating |
| marketing messages api | same, at volume, with conversion tracking | same per-message rate; better delivery for engaging content | provider support; expecting it to fix a cold list |
| click-to-whatsapp ads | new leads who want to ask before buying | ad spend; follow-ups free in the entry window | slow replies; chatty leads who never buy |
| status ads and promoted channels | reach and recall, channel growth | ad spend in the auction | placement not yet in every account; thin targeting |
illustrative example: one festive offer, two ways
as an illustrative example, a d2c brand sending one festive offer to its full list of 10,000 contacts pays about ₹10,185 with gst. sending to its 3,000 recent engagers costs about ₹3,055 and, on the assumptions below, produces each reply for less than half the cost.
rates are meta's ₹0.8631 plus 18% gst, as in our pricing guide. reply rates are assumptions, not client data.
| illustrative example | full list | recent engagers only |
|---|---|---|
| contacts sent | 10,000 | 3,000 |
| meta charge at ₹0.8631 | ₹8,631.00 | ₹2,589.30 |
| with 18% gst | ≈ ₹10,185 | ≈ ₹3,055 |
| assumed reply rate | 2% (200 replies) | 5% (150 replies) |
| cost per reply | ≈ ₹51 | ≈ ₹20 |
the full-list send also risks more 131049 failures, more blocks and a lower quality rating for the next campaign.
what should whatsapp marketing templates and opt-in wording look like?
marketing templates sell and need an opt-out; utility templates confirm something the customer did and must stay free of offers. opt-in wording should name whatsapp, say what kind of messages people will get and how to stop. store the exact wording with a timestamp. this is general information, not legal advice.
| type | example wording | why it works |
|---|---|---|
| marketing | "hi {{1}}, the diwali edit you looked at is 20% off until sunday. tap show me to see your size." buttons: show me, stop promotions | one offer, one action, a deadline and an opt-out |
| utility | "hi {{1}}, your order {{2}} has shipped and should arrive by {{3}}. track it here." | triggered by the customer's order; no upsell |
| opt-in on a form | "send me offers and updates from [brand] on whatsapp. i can reply stop at any time." unticked by default | names the channel, the purpose and the exit |
whatsapp's business messaging policy requires opt-in before you message people. india's dpdp rules, as notified by pib, require consent that is specific to each purpose from 13 may 2027, so separate "order updates" from "offers" now. any phone or sms follow-up from the same campaign also falls under trai's september 2026 regulation. this is general information, not legal advice.
