whatsapp business api in india (2026): pricing, setup and the system that pays for itself

whatsapp no longer bills like a chat app. it bills like a meter, and the meter runs cheapest when the customer opens the chat. here is what it costs, when you need it, and the five-layer system that turns chats into sales.

- meta has charged per delivered message since 1 july 2025 (meta pricing docs).
- from 1 october 2026, free-form replies inside the 24-hour window are billable after 1,000 free per number per month.
- a marketing message costs about ₹0.86 and a utility message about ₹0.115, before 18% gst.
- click-to-whatsapp ads open a 72-hour free window, the cheapest place to qualify a lead.
- firms that contact leads within an hour are nearly 7x more likely to qualify them (harvard business review).
whatsapp now bills like a meter, not a chat app
whatsapp isn't priced like bulk sms any more. it works like a meter with three rates: expensive when you start a marketing conversation, cheap for useful updates, and close to free when the customer comes to you. build around customer-opened chats and the bill stays small. blast lists and it grows fast.
| date | what changed | what it means |
|---|---|---|
| 1 jul 2025 | per-message pricing replaced per-conversation pricing | every marketing message is a separate charge |
| 1 oct 2026 | service replies billable after 1,000 free a month; utility messages inside the window billable again | support chats now cost money at volume |
| unchanged | customer messages are free; ad and page-button chats get 72 free hours | customer-started chats are the cheapest you can get |
put together, meta now rewards businesses that get customers to message first, and charges businesses that push. everything below follows from that.
do you need the whatsapp business api, or is the free app enough?
stay on the free whatsapp business app if one or two people reply from a phone. move to the api when you need several agents on one number, chatbots, crm sync, click-to-whatsapp ads at volume, or automatic messages from your own systems. the real test: does a lead ever wait because someone is busy? if yes, the api pays for itself, because a lead that waits goes cold.
whatsapp business api pricing in india, with a real month's bill
meta charges per delivered message by category: marketing about ₹0.86, utility and otp about ₹0.115, plus 18% gst and your provider's margin. the category of each message decides the bill, so a business that sends fewer marketing messages and gets more customer-opened chats pays far less.

here is one month for a hyderabad developer (illustrative example) getting 1,000 leads from click-to-whatsapp ads, comparing two habits. the assumptions are written out so you can swap in your own.
| customer-opened system | weekly list blast | |
|---|---|---|
| qualification chats (72h free window) | 1,000 leads × ~12 messages: ₹0 | none |
| site-visit confirmations and reminders (utility) | 800 × ₹0.115: ₹92 | none |
| follow-ups (marketing) | 1,800 × ₹0.8631: ₹1,554 | 20,000 contacts × 4: ₹69,048 |
| service replies after the 1,000 free | 1,500 × ₹0.115: ₹173 | none |
| total with 18% gst | ≈ ₹2,146 | ≈ ₹81,477 |
that is about 38x the cost for the blast, before counting blocked numbers. the october change made headlines, but here service replies are under 10% of the bill. marketing messages are the line to manage.
one trap: meta can move a "utility" message into marketing if it carries promotional wording (template category rules). a discount code in an order update can make it cost about 7x more.
whatsapp template messages: the only way to start a conversation
outside a free window, the only thing you can send is a pre-approved template. each template sits in one of three categories, marketing, utility or authentication, and the category sets the price. write templates for the job they do, keep offers out of updates, and you control most of your bill.
meta reviews every template before you can use it. as reported by 360dialog, a template that mixes utility and marketing content is classified as marketing, which is why "your order has shipped, use code save10 next time" gets billed at the higher rate.
the templates we set up first:
- utility: booking confirmation, a reminder 24 hours before, payment received.
- marketing: one follow-up for leads who went quiet, one re-engagement for past buyers.
- authentication: otp only, if you log customers in.
give every marketing template an opt-out button.
the five-layer system that turns chats into sales
a whatsapp setup that makes money has five layers: entry (the customer opens the chat), window (free or cheap time), qualify (a bot or form sorts buyers), handoff (a person replies fast) and record (it all lands in your crm). most businesses build only a chatbot and wonder why it doesn't sell.
1. entry: make the customer start the chat
click-to-whatsapp ads, site buttons, qr codes on site boards and brochures, and your google business profile all start customer-opened chats. ads and page buttons are best, because they unlock 72 free hours. meta's case study with indian brand nutryfit reports a 12% lower cost per lead from click-to-whatsapp ads (whatsapp business, meta-reported).
2. window: ask the important questions while the clock is free
a customer message opens 24 hours for free-form replies. an ad chat opens 72. outside a window you can only send paid templates. so qualify inside the window, not two days later with a marketing message.
3. qualify: four to six questions, no more
budget, requirement, location, timeline and best time to call. use buttons or whatsapp flows for clean data, and an ai agent only for open questions. since january 2026 meta bans general-purpose assistants like chatgpt from the api, but business bots for support, booking and sales are allowed (techcrunch). meta also launched its own business agent for india in july 2026 (uni).
4. handoff: a person within minutes
a qualified lead that waits hours is a lost lead. in hbr's audit of 2,241 firms, those that responded within an hour were nearly 7x more likely to qualify the lead, and more than 60x more likely than firms that waited a day (hbr, 2011). for sports for life, automating the first reply made lead response 5x faster with zero manual first-touch (how we built it).
5. record: if it's not in the crm, it didn't happen
log the source, answers, consent and outcome for every chat, and send "qualified" and "sold" back to meta so your ads find buyers instead of chatters. whatsapp usernames are rolling out in 2026, so store meta's business-scoped user id, not only the phone number (meta docs).
click to whatsapp ads or a landing page: which should feed the system?
use click to whatsapp ads when the buyer has questions before committing, as in property, education or high-ticket services, and let the free entry point window (72 hours, which some providers report is being extended to 7 days) do the qualifying. use a landing page when the buyer must compare, read proof or fill a long form. cost per qualified lead decides.
| signal | click to whatsapp ads | landing page form |
|---|---|---|
| buyer wants to ask before sharing details | strong | weak |
| you need 8+ fields or document upload | weak | strong |
| replies take hours | leads go cold | form holds the lead |
| cost of the first follow-up | free for 72 hours | paid template or call |
a chat is easier to start than a form, so expect more volume and more tyre-kickers; that is why the "qualified" event has to go back to meta. campaign structure is in meta ads strategy for 2026, and when a form wins, see our landing page for lead generation in india guide.
whatsapp chatbot for business: what to automate and what to keep human
automate the first reply, the qualifying questions, booking and reminders. keep pricing negotiation, complaints and anything emotional with a person. a good whatsapp chatbot for business answers in seconds, collects four to six facts and hands a warm lead to a human with the full context, so nobody asks the customer twice.
for sports for life, we built a whatsapp ai agent on n8n, manychat, gpt-4o, leadsquared, google sheets and ringg ai voice calls for no-shows. it delivered 5x faster first response, qualified 60%+ of leads with zero manual first-touch, and booked 200+ trials in the first month. the full build is in our 2am sales team write-up.
a whatsapp retention flow for a food-tech client cut churn 22%.
our handoff rule: a human takes over on request, on a price question, or after two failed answers. for automation beyond whatsapp, see our guide to ai automation for business in india.
whatsapp crm integration: three ways to wire it
there are three common setups: your provider's built-in inbox, a provider connected to your existing crm, or meta's cloud api feeding your crm through middleware such as n8n. pick by where your sales team already works; a whatsapp crm integration the team ignores is worse than none.
| setup | best for | watch out for |
|---|---|---|
| provider inbox only | small teams with no crm | data stuck in the provider when you leave |
| provider + native crm connector | teams already on leadsquared, zoho or hubspot | connector limits on custom fields |
| cloud api + middleware (n8n or similar) | custom flows, ai agents, several data sources | you own the maintenance |
every chat should create or update one lead with source ad, answers, consent and owner. sports for life runs the third setup, with n8n moving each conversation into leadsquared.
how to get the whatsapp business api, and pick a provider
you need a verified meta business portfolio, a phone number not active on whatsapp, an approved display name and a payment method. connect directly through meta's cloud api or through a provider. choose the provider on landed cost per message, crm integration and whether you own the account, not on the platform fee.
- own your account. if the provider registers it under their portfolio, you can lose your number and templates when you leave.
- ask for the landed rupee cost per marketing, utility and service message including gst, not just the monthly fee.
- expect limits at the start. new accounts can message only 250 new customers a day until quality and volume prove out (meta docs). customer-opened chats aren't capped this way.
whatsapp marketing that still gets delivered in 2026
whatsapp marketing works when you send fewer, more relevant messages to people who opted in. meta caps how many marketing messages each person receives, so low-engagement blasts increasingly fail to deliver. segment by what the customer did, send one message with one action, and measure revenue per message, not reach.
meta's marketing messages api steers delivery towards people likely to engage, and meta reports up to 9% more delivered for high-engagement messages in india (braze, citing meta).
- segment on behaviour: enquired, visited, bought once.
- watch blocks: a rising block rate lowers your quality rating and sending limits.
whatsapp compliance in india: opt-in, dpdp and trai
you need clear opt-in before messaging anyone on whatsapp, and from 13 may 2027 india's dpdp rules require consent that is specific to each purpose. log when, where and for what each person agreed, and make opting out one tap. this is general information, not legal advice.
opt-in is whatsapp's own policy, and the dpdp date comes from the pib notice, so retire "agree to everything" checkboxes now. as reported by exchange4media, penalties under the act can reach ₹250 crore for failing to protect personal data. phone and sms follow-ups also fall under trai's tighter september 2026 rules (trai).
- store the proof: form version, timestamp, source ad and the exact wording shown.
- honour stop instantly: sync opt-outs to your crm so the calling team stops too.
your first 30 days
you can go from no api to a measured whatsapp system in four weeks: setup and templates first, then the flow and crm, then ads, then feedback to meta. don't buy traffic until test chats land in the crm with every field filled.
| week | do this | done when |
|---|---|---|
| 1 | verify meta business, pick number and provider, write 3 utility and 2 marketing templates | templates approved in the right categories |
| 2 | build a 4–6 question flow, a handoff rule and the crm connection | 20 test chats land in the crm with all fields |
| 3 | launch click-to-whatsapp ads at a test budget; add qr codes and site buttons | first 100 real leads, first reply under 10 minutes |
| 4 | send qualified and sold events back to meta; review the bill by category | cost per qualified lead tracked every week |
